у X-a не до всего доходят руки - X can't manage (соре with) everything (at the same time).

Говорят, что он собирался как-нибудь на досуге почитать написанное Ермолкиным, но то забывал, то руки не доходили... (Войнович 4). They say that he intended to read what Er-molkin had written when he had time to spare, but either forgot or never got around to it (4a).
